Two cents from me.

1. Typically, we need 40-45 minutes for the meeting. 30 minutes for the
presentation and 10-15 minutes discussion and other things. Allocating 2
hours is giving psychological burden to many, I think. In my last week
presentation, we have only 5 attendees.  Instead of two hours, we can give
45 minutes for this meeting. I think, more people will attend by reducing
the meeting duration.

2.  We have 30 weeks (max) for this meeting (10 weeks per quarter, summer
off) per year. If we have 15 active students in the meeting and every
student presents only two papers per year, then it will solve our volunteer
crisis. We can list like-minded student for this meeting and encourage them
to present only two papers per year. We can make the schedule at the
beginning of each quarter rather than asking volunteers each week.
