[Security-meetings] Survey

It is quite disappointing that nobody signs up to present in the security
reading group, despite we emphasize its importance repeatedly. If this is
what people want, I am fine with it.

I'd propose to give some incentive to those who present and actively
participate in this by giving out some cash awards (e.g., $100 as a
stipend) for best presenters and best participants.  I welcome other ideas
too.
